If he happens to be in the neighboring state of Frobenia, which has carry-permit reciprocity with Ptomania, and he again drives past a school (within 1000 feet of school property) while carrying his pistol, he commits a federal crime.
If he were to be convicted for that "offense," he would become a "prohibited person" under the Gun Control Act of 1968 and be permanently prohibited from possessing any firearms whatsoever, unless pardoned by the President.
