It's a pin fire cartridge gun. There was no need to keep an empty cylinder under the hammer as these were designed to keep the hammer dropped between cylinders when carried. There was no way you could rest the hammer on the pin as this would slowly press the pin into the cartridge. There was usually a detent built into the space between the cylinders for the hammer to keep it safe.

Similarly there is a little nib on Colt black powder cap and ball revolvers between the cylinders to allow the hammer to be rested there for safe carry with all cylinders loaded.
