Ford pardoned Nixon “in advance.” Legally dubious but it has not been tested or challenged. If Obama did it I expect it is not worth challenging either. But, a pardon won’t necessarily stop an investigation that tries to uncover the truth. The investigation should proceed regardless.
A pardon has to be accepted which acceptance carries with it at the very least a tacit admission of guilt.

Wrong. According to the Constitution, (see below)
“Under the Constitution, only federal criminal convictions, such as those adjudicated in the United States District Courts, may be pardoned by the President.”

So, neither state nor civil lawsuits/prosecutions may be pardoned by the president.
