Over the counter sales. Only instate residents can buy a handgun after the 1968 law was passed.

That applies to both private party and through a dealer. You cannot purchase a handgun from a dealer in a state you are not a resident of and take possession at that dealer. Now, you CAN pay for it and have the dealer in the neighboring state ship the handgun to a dealer in your state of residence, whereby you would go to the dealer in your state, fill out the 4473, and that dealer would call in the background check, after which you would take possession. But what you cannot do is purchase a handgun from a dealer in a state you are not a resident of and take possession from that dealer. That has been the law since 1968.

You can buy a long gun from a dealer in any state according to the law. HOWEVER, the practical matter is that most dealers will not sell long guns to buyers who are not residents of the state the dealer is located in or residents of states contiguous to the dealer's state. That is not the law, that is a practical decision the dealers make, because they have to comply with whatever state law is in effect in the buyer's state of residence, and tracking the ins and outs of differing state laws nationwide is more than most dealers want to deal with (this is less of an issue with very large dealers that can afford to have full time attorneys to keep this crap straight). So they just work it out for their own state and the neighboring states and leave it at that. For anyone else, they'll just ship a long gun to a dealer in the buyer's state of residence and let the receiving dealer and the buyer deal with the legal crap.
