I’d be more worried for the cat, as it’s likely in danger of being eaten by a neighbor.

Looks as if she’s done this before with her grandson to get her cat. Probably “Hey Choi come get let me tie you in the sheet, the cat is stuck on the ledge again”

I stopped eating at Chinese restaurants because

1. They always get fined for not having the cleanliness standard or wherever they are.
2. Cleaning COSTS and the Chinese (NOT ABC's) thinking is 'why bother to clean the kitchen tonight; it'll just get dirty again tomorrow?'

We used to have the CLOSED RESTAURANTS posted in a weekly newspaper. Of 30 restaurants closed because of health violations, HALF were Chinese.
The Chinese believe in luck and money. Cleanliness isn't part of their culture, past or present. That's it, folks.

No, not just in China but Germany, too.

Next time, drop granny over the side to get the cat.

Did it just not occur to her, to go downstairs and tell the neighbor she needed to retrieve her cat from their balcony?

I know a U.S. woman who would do exactly that.

Why couldn’t they go downstairs and ask the neighbor if they could retrieve the cat from their balcony? Maybe the neighbor wasn’t home at the time.
