1. They always get fined for not having the cleanliness standard or wherever they are.
2. Cleaning COSTS and the Chinese (NOT ABC's) thinking is 'why bother to clean the kitchen tonight; it'll just get dirty again tomorrow?'
We used to have the CLOSED RESTAURANTS posted in a weekly newspaper. Of 30 restaurants closed because of health violations, HALF were Chinese.
The Chinese believe in luck and money. Cleanliness isn't part of their culture, past or present. That's it, folks.

Why couldn’t they go downstairs and ask the neighbor if they could retrieve the cat from their balcony? Maybe the neighbor wasn’t home at the time.
