That verse is in the OT AND NT. What is it? IT is God’s statement of what the NEW COVENANT is.

Let me repeat that, That (and a little more, read it) IS Gods New Covenant with us.

The point is to watch the internal noise and thoughts, and not get caught up in them like a rushing stream. We cannot hear the "still, small voice" of the Spirit when we are caught up in our head.
