Cruz has been lambasted unjustifiably and mercilessly because he has the gall to run against Trump. Even on this site.
I’ve always been a supporter and continue to believe he will be exonerated of all epithets in the long term.

Strategy. The GOP had advance warning or suspected Schumer would pull this so they had a Senator remaining to quash the Unanimous Consent vote. For optics, Cruz was the best option.
Schumer knew why Cruz was present and knew full well he would vote no, killing HR1. Cruz voting “no” and Schumer lambasting Cruz was all political theater. Have no doubt if Schumer could have pulled it off he would have.
Now the GOP can puff out their chests and act like David slaying Goliath. The RATS can tell their constituents “hey we tried, but for that bastard Cruz…”. The three branches of government are different rings in a three ring circus, putting on the Greatest Show on Earth for us rubes.
It is all kabuki theater so our masters can keep us quiet.

Those RCV provisions are in HR1 for a reason.
That said, a number of states have passed RCV.
And far more have RCV-enabmed voting machines.
What has Cruz done about THAT.
