Which means Trump was following said law.
Remind me again, who was President in 2015 who would have signed this law into place? Congress doesn't pass laws. Presidents sign bills, passed by Congress, into law.

Maybe it’s routine. This is not a good look though.

My friend and his two neighbors just paid over $400,000 to build a bridge that was washed away in a bad storm. FEMA declared the county a disaster and my friend applied for help. They rejected to help financially but forced them to build a bridge on his one lane driveway that was as strong as one you see on the interstate. This bridge is not for a driveway. The river was small but the government made them build a bridge you see on the highway. The construction company built a temporary bridge with 15 railroad ties. This temp bridge held triaxle dump trucks full of dirt and a huge excavator. They built it in 5 hours. The big bridge took over 6 months.
