It was the Cold War, not just a battlefield. We had access to everything in clear text switched through a critical AUTODIN with a few hundred secure circuits and could tap into them anytime under the auspices of troubleshooting. No record keeping of who accessed what circuit or printed a copy of whatever on the teletype. I saw plenty doing that legitimately. The only record keeping was key maintenance and destruction. Someone who had gone bad could do a lot of damage and if it didn’t involve keymat would have been nearly impossible to catch them.
