In a challenge, one Rep and one Sen make the challenge. The adjourn for debate, then come back and vote.
Once the dust settled, and the Pelosi emergency rules were implemented, NO CHALLENGES were allowed and Pence was reduced to a snivelling, clerical/ministerial functionary which allowed about 6 states to sneak passed the goalie.
