The ambulance chaser type lawyers will sue the store owners for injuring the shoplifter.
The guy with the wooden handle should have hit the shoplifter between his legs rather than on his legs. That spot is more effective in causing the shoplifter to surrender so he can be taken to the hospital where he will find out they need to amputate his testicles to save his life. Oops! And that there is no guarantee the amputation of his swollen testicles will save his life. Just sign this consent form. Oh, you can neither read nor write? Too bad.
And if that happens, in time the same kind of action will be taken against judges, police, and others who attempt to enforce it. We are not there yet but when the social contract is completely broken, anarchy will result. As you say, when it becomes anonymous there will be no way to attempt to enforce whatever a kangaroo court dictates. It will not be pretty. (This makes it clear why the left is so adamant about taking guns away from citizens).
