It seems he knew he was leaving, so made bank before he departed. I don't see Bill Johnson on this list.

GOP Rep. Bill Johnson (OH) on Tuesday announced he will be resigning from Congress.
As TGP’s Kristinn Taylor reported, the resignation from the House by former Speaker Kevin McCarthy (R-CA) took effect Sunday.
Following the resignation of McCarthy and Bill Johnson and the ousting of George Santos, the Republicans will be left with a razor-thin majority of 219-213 by January 21.
Politico reported:
Ohio GOP Rep. Bill Johnson will resign from Congress on Jan. 21 to become the new head of Youngstown State University, a move that will further shrink the tight House GOP majority.
Johnson’s departure, coming on the heels of the resignation of Rep. Kevin McCarthy (R-Calif.) and the expulsion of Rep. George Santos (R-N.Y.), means Republicans will control just 219 seats. Once he leaves, the GOP can only lose two members of their conference for a vote to pass.
“Bill submitted his official resignation from Congress today, effective at the end of day on January 21, 2024, paving the way for him to begin his presidency this month,” Michael Peterson, chair of the school’s board of trustees, wrote in a message to the university community.

I hope four more resign in September or October so the rats are blamed for things going bad but not actually giving them time to wreak havoc. That should make it more likely the pubs will get more seats.
Replacements in the House are never appointed. Special elections only.
If the Republicans actually won and had a sizeable majority they would actually have to govern. Easier to let the Marxists rule and continue to collect their salaries and their share of the plunder.

This is correct. He just hadn't set a specific date for his resignation except "sometime before March".

He's never exactly been another Jim Jordan in the House, but those who try to summarize his career (or that of any other representative) by using the overrated and ludicrously small sample-size "Liberty Score" are getting a misleading picture much of the time.
