Did you miss this:

But the article said ‘a plane carrying ammunition from the United States.’ To me this means the US is taking ammo out of its own inventory stored but doesn’t have (or is not authorized new money) to ship it. At least the hiccup of no new money for Ukraine unless the Border is addressed is working.

But knowing our devious government, the DoD will probably try and slip some new replacement production in on the NDAA or other new funding.
