“Nearly” sounds more dramatic than less than.

Writing "less than 100 bullets" would be implying that the police should have fired (at least) 100 bullets. Also: "less than 100 bullets" could, legitimately, be said about the police firing only a single bullet. After all, "one" is less than "one hundred."
