Very simple. You either believe the academics who signed the letter or you believe the President who sets policy. In any event, we'll know soon enough who is right and who is wrong.
As one has pointed out already, this sentence in the first paragraph is simply wrong. If that's wrong, then why should we believe anything else after it? It's quite simple really. Once something is shown wrong in any way, why should we believe anything else that's claimed in the same source?
At the very least, these "economists" should think about deleting that sentence from their letter, if not the entire letter itself!
Have you ever heard of a game called, "Name that tune"? If you are good you can name the tune after hearing only a handful of notes.
