But because Washington is one of 17 states that does not outlaw bestiality, having sex with a horse is not a crime and his death will not be investigated.

Is it not a crime because they are so "tolerant" or because they figure the bestiality faction will weed itself out when given enough rope? Why did that couple have to watch their horse abused this way? All those horse owners should get to press charges and charge stud fees.
