EA Games, under license from
Firaxis. It's the predecessor to the Civilization series. It's been discontinued (I believe), but still available on EBay. Judging from the prices the Alien Crossfire Expansion fetches, it's still somewhat popular, and certainly about as popular as a 1999 release can be.
