Unfortunately, we can't rule out the possibility of a President Shiloh Jolie-Pitt. John McCain was born in Panama, and he thinks that he's eligible. It seems that in 1790 Congress passed a law stating that "The children of citizens of the United States that may be born beyond sea, or outside the limits of the United States, shall be considered as natural-born citizens of the United States."

Now, I am not a fan of McCain (and that is a GROSS understatement) but wasn't he born on a base or other soil considered U.S. soil in Panama? That would make him eligible via the birth issue.

Other than that, I don't think children of American parents born overseas are eligible. I'm sure someone will correct if I am wrong, and I hope that happens in case my understanding is mistaken.
