Democrat Senator Robert Byrd is President pro tempore of the U. S. Senate. As such he is 3d in line to be President of the United Sates in the event of the death, removal or incapacitation of the Prez, VP and Speaker of the House.
He is 90 years old. This is incredible, rambling, off-topic video of him, a week ago, He seems drunk, stoned, crazy or senile, (or possibly a combination of all of the above) on the Senate floor, live on national (and international) TV!
As a qualification for Democratic Senator from West Virginia, he is a fomer Exaulted Cyclops of the Ku Klux Klan who declared in writing that he would "never serve in the U.S. Military alongside a Negro."
Granted, he seems to be suffering from a cold, but do we want this man anywhere near power of any kind!?!?

Oh, they’re paying attention, alright. They’re paying attention to who brings home the most goodies. That takes seniority, not sobriety or sanity, which tends to keep guys like Porkmaster Bobby Byrd in office.
Without watching, tell me please, did he start talking about his “ole dog Billie”?

You’ve got that right. He leads Congress in earmarks, something near half a billion dollars this year for West Virginia.
I think Byrd is senile. He has some days better than others. He could be drinking, but in his earlier days, I don’t believe he did. The last old Democrat fart from WV who held the seat that Rockefeller now has and went out feet first was Jennings Randolph. He was a drunk. You could smell him coming about 20 ft. away, bouncing off the walls, clothes disheveled, holes in his socks. He looked like a skid row bum. Byrd seemed very respectable in comparison. At least by WV standards. LOL!
Mention earmarks and I bet the old guy (notice use of the third person) would perk right up. If this were a Republican senator it would be all over for him.
Benign essential tremor. I have it. I take a wonderful drug to calm them. They also quell your soul. Good stuff.

It appears that the seniority of Cabinet officers is more or less in the order that their departments were created. Everything after Labor came along after Truman’s administration, except for Defense, which was a consolidation of War and Navy departments (and what a political fight that was). I guess we can look forward to three or four more as soon as the Democrats get back in full power.
Pray for the health of the President and VP.
