What do you suppose Algore wants to do about this? He's jumping for joy, at least for the time being he's got an excuse on why the earth is cooling. This in his mind could buy him more time to sell more carbon credits and pass more laws.

Isn't the plume just drifting with the ambient airmass? If so, why are there vortex patterns? If I had to guess, I'd say that the plume is caught up one air current (perhaps a jet stream?) and the vortices are forming along the boundary between that current and a different air mass that is either static, or moving the other direction.
