Scavenging through other people's garbage and recycling bins is illegal in many Inland cities and existing state law already requires identification from anyone selling recyclables valued at $100 or more, said Don Drysdale, a spokesman for the CALIFORNIA Department of Conservation.
There is also a limit of 500 pounds of aluminum cans that a person can sell per day.
"That's a heck of a lot of cans," said Danny Frankel, president of Riverside Recycling.

i don’t like people going through my trash in dumpsters.
fortunately where i live now, no one does that.
I don’t care that they pull the aluminum cans out. What bugs me is when they toss the trash out on the street while they’re digging around.
What fries me about this whole thing is that a number of years ago the County took away my rights to negotiate my own waste collection under the guise of less pollution due less waste hauler traffic. At least that is what I was told when I protested. I knew that in the future I wouldn’t have any clout under their agreements, their contracts with the major Waste Management should my account be mishandled.
The first month or maybe two after I was issued by the new waste collection company two color coded receptacles of inadequate size (too small), they ran a single compartmentalized truck into the area (quite rural here) to pick up the refuse. After that the County Contracted Refuse Service must have decided the costs of such trucks to be more than they were willing to pay, and began running two trucks into the area to collect the refuse. One for “recycle”, and one for “waste”.Then they began a third color coded receptacle pick up for green waste. Then they began to run another truck into the area to pick up the dumpster of neighbors whom opted out of the color coded receptacles at higher cost. So now instead of one truck to “cut pollution”, we have four trucks running into our locale, and they miss picking up the refuse in either the “recycle” receptacle, or the “trash” receptacle at least twice a month each.
As I predicted, the telephone call to the waste removal company begits BS when they miss picking up my refuse. “We’ll send somebody right out Mr. RQSR”. Nobody shows. The following scheduled pickup my overflowing waste receptacle is emptied, but then the “recycle” isn’t picked up for yet another week, and then they most often don’t pick up the other again.
I quit calling them. There isn’t anything I can do as I cannot go out and obtain my own service.
Now to find out the whole scam is for the County to collect revenue from my recycling! I’m really ticked off.
