I think it is dog that has been in the water for a while. The hair is gone and some sea creature has eaten the nose, leaving nothing but the facial bones.
On the close-up of the head you can see the sockets where the teeth were on the top jaw.

We have no idea what killed the animal or what post-mortem damage has occurred, but the lower jaw is very distinctive and matches that of a dog, plus the nose cavity. Also in reexamining the photos, the tail of the dog is clearly visible as well as the ears, and the legs and overall body proportions are consistent as well.
Poor dog.
