Why did Arizona pass on the roll call?

I know this is probably a dumb question but, why did Arizona pass on the roll call of states?

I believe they run through the states the first time and any state that “passes” during the first roll call get a second chance. By doing this it allowed Arizona to be the state to put McCain over the 1191 needed votes.

As one of the last states to be admitted to the union, Arizona does not enjoy the full rights and privileges accorded to most of the other states. They let the territories vote but the skipped 7 of the 57 states. :-(

It is a tradisi0on to have states pass in a certain order to allow the candidate's home state the honor of "putting them over the top".
Both parties do it.
