The only way for a Community Organizer to maintain this power for very long is to do to things:
1. Become the go to guy to get something fixed or done in the community
2. Enforce compliance within the community to people that get out of line

Community Organizer in Chicago in many causes is just a nice way of saying Mob Boss that demands protection money from the Government.
