I just read up on the Treasure Act of 1996 - pretty sad. An appraisal of these items would be extremely difficult to conduct and determining fair market value could only be done if the treasure was sold at auction.
With the Treasure Act if a museum decides they want the find, they declare so and a group of appraisers decides the vale. The museum then comes up with the amount the appraisers states it is worth.
Damned sad.

If I recall correctly, the coin with the emblem "Happy times are here again" depicts a Roman cavalryman spearing a barbarian clean through.
