Worked as a supervisor at the Texas Workforce Center after Katrina (my background was in employment counseling, although I had been in the hurricane myself). We were giving away laptop computers, loaded with software, with a free ISP! Also, we gave welfare recipients Target & Wal-Mart gift cards, Texaco gas cards or bus passes, FREE child care, Section 8 subsidized housing, cash every month, Food Stamps, clothes for interviews, bulk foods, etc., etc. I knew theyd get around to cars someday. Next will be free HUD/Bank foreclosure houses.

The program distributes cars donated by non-profit charities such as Good News Garage, a Lutheran charity, which also does the repair work on the car and bills the state. If these are vehicles that have been donated, they are probably hunks of junk for the most part.
I work for a church and we get a few vehicles every year donated to us and, for the most part, they are junkers. Though not all.
We give them away to needy families but we don't pay for the insurance, etc.
Nor do we bill the taxpayers for repairs.
