Yes—I would definitely say that putting a child in handcuffs for 4 or 5 hours is child abuse. I don’t think the same rules apply to children that apply to criminals, but maybe that’s just me...........

Yup — it sure is if they are put on improperly. And even if they are put on correctly, four-to-five hours is more than twice the recommended max. There’s a good risk of permanent nerve damage in this case, I’d reckon.
Handcuffs aren’t toys: they are weapons.
