OR the legislation would be shorter, with a lot less crap in it.
I don't see any downside to either scenario - fewer votes by congress or less onerous bills sent to the President for signature.

It’s cool, the Pres__ent doesn’t plan to enforce most of the laws anyway, or uphold the Constitution.
