I'm no marine biologist, but the up-close picture sure looks like string algae to me - a scuba diver of 35 years.
Much like the great lakes, especially Erie, will experience tremendous and expansive algae blooms near the Ohio shore, I'd bet this is just a bloom of string algae in the North Pacific.

"a closeup pic of goo in a bucket:" That picture definitely looks like string algae to me. It's usually a reddish, but it can certainly look black, especially if it's dead or dying.
