The text in the background is Dutch and says something like “this is a non-negotiable document”. It must be a check or a stock certificate. (Dutch is not the official language of England or Kenya).

It may be that the background words are Afrikaans, not Dutch. Any experts out there to make this determination?
If it is Afrikaans, it might just be that Kenya was using a type of unalterable paper from another available African source - and a Commonwealth country.
Again, this is for a document authenticator. This feature might be a dead giveaway of a forgery, or - it might just be a detail that is authentic.
