PITTSBURGH (AP) -- Police ordered protesters to disperse at the Group of 20 summit last week with a device that can beam earsplitting alarm tones and verbal instructions that the manufacturer likens to a "spotlight of sound," but that legal groups called potentially dangerous.
The device, called a Long Range Acoustic Device, concentrates voice commands and a car alarm-like sound in a 30- or 60-degree cone that can be heard nearly two miles away. It is about two feet square and mounted on a swivel such that one person can point it where it's needed. The volume measures 140-150 decibels three feet

The British learned a lot about the conequences of using painful non-lethals on crowds in Northern Ireland.
What they learned was that dispersed crowds don’t all go home and sip tea and knit sweaters. Some of them dig up rifles and build bombs, and they start using them.
Something to consider, for those LE officials who think that “non lethal” crowd dispersal is a win-win with no downside.
Why use all that fancy, expensive equipment when some well-aimed bars of soap will do?

Now you have gone from the legal but questionable use of a painful non-lethal crowd control device, to a shooting battle with bullets going both ways over (an maybe throgh) the crowd.
Are you famliar with “Bloody Sunday” in Northern Ireland, and what followed?
One day after such a battle in the USA, Congress would pass all sorts of “emergency” decrees and freedom would be dead.

Just replying to your comment regarding non-lethal crowd control methods in Ireland. A sniper could take out such a device well away from where SWAT teams could get to that person easily, shooting from a number of directions.
I’d rather have the earplugs than not have them..
