Skeptics proved that the original protocols allowed leaking of information which allowed evaluators to link descriptions and targets with greater than chance success. Once the protocols were tightened up, the effect disappeared.
Besides (AFAIK) this "psychic" stuff was never tested (or used) by the military directly. The remote viewing experiments were done by contractors, particularly a psychical research lab called The Stanford Research Institute (SRI). The government -- belatedly, IMHO -- killed this research in 1995.
