The 13-year-old son of John and Tara Farrell and a 12-year-old friend were walking in Brooklyn Park one August night when a Cadillac Escalade sped up and the driver ordered them inside.
The man drove to his nearby house, sat the frightened boys on a curb and slapped handcuffs on them. Only then did they learn that they had been placed under citizen's arrest by off-duty Minneapolis police officer Tony Adams, whose doorbell had been rung earlier by someone who fled and who had heard from neighbors that teens might be breaking into vehicles in the area.
The Farrells, who had called 911 about their missing son and had been frantically searching for him, didn't learn the identity of the man they believed had abducted the boys for at least 10 minutes.
The incident traumatized their son, they say, and on Tuesday the couple talked about how criminal charges filed against Adams will, in their view, make sure the incident isn't "brushed under the rug."
Adams, 42, a decorated 20-year member of the department known for community policing, was charged Nov. 13 with felony false imprisonment and gross misdemeanor interfering with a 911 call. He was placed on paid administrative leave last week, and is under internal investigation.

From the way I read it, it looks that way to me. But I'll leave it up to you. However, keeping in mind the recent troubles that on and off duty Minneapolis cops have gotten into, this shouldn't surprise me.

Being a 30 years resident of the northern metro area of Minneapolis, after relocating to Oklahoma via job change, I have found that there truly are areas that lack such issues and one can exist in comfort via a low level of concern for petty issues as such and pay less in taxes to boot. ; )
I remember back in the day, and still today in most states, that an off-duty police officer had full policing rights statewide while off duty. If these brats were hanging with kids harassing peaceful citizens at their own homes, then this cop had every right to detain them and to take them to their parents’ homes. The only thing I can say against cops, especially in this situation, is that they let anger control them causing them to cuss and swear and to act out violently at the citizens that pay their salaries. You see it on the show Cops all of the time and I do believe law enforcement, as a whole, needs to be reined in.

As he did not identify himself as a police officer, handcuffed and held these people against their will and did not take them to the police station he is clearly in the wrong.

How about two kids that were participating by association (by their own admission) in running up to peoples' homes and ringing the doorbell and running off? That cop had every right (in most jurisdictions) to detain them and take them to their parents. Heck, in the old days, the neighbors would have beat them and their parents would have thanked them before giving the kids a beating of their own.
I saw this video a couple of years ago. That cop and his little toy car in the background should be taken off of the street. It's that type of uncontrolled anger that makes a bunch of cops make a whole lot more cops look bad. The TV show Cops is full of them and their ways.

Geez, in the “old days”, the local cops, on duty or not, would plant a boot on the rear of recalcitrant teens who were out annoying the community or not being good citizens. And the parents backed them up. And the kids knew that such officers would confront them if they were out of line. There was often an off duty cop at the local drive in restaurants keeping an eye on the cruisers. Funny thing, we had no drive-bys, dope sales or gangs hanging around.

That said, we're reading a “news” story from the Mpls. Red Star.....methinks there's probably much more to this than we're seeing here!
