I;m not so sure of that. As an 11 year old kid in a duck blind, I could shoot my bolt-actioned .410 faster than the semi-autos (12 Gauge shotguns, Remington Model 12, iirc) cycled. With practice, a bolt-action shooter can be fast and accurate. (I harvested my first two whitetails with the same gun).
