I am afraid to walk in my neighborhood because people think their dogs are sweet and kind and therefore don’t need to be on a leash or fenced it.

Retarded owner. A dogs natural tendency is to protect their turf, especially against weaker opposition. Anyone who thinks their dog that is so sweet around them could never hurt anyone is a fool. As much as i love mine, the owner must understand they have an animal they are morally and legally liable for.
Your property line is not what a dog defines as his territory.

I carry an oak branch fashioned into a large walking stick. I used to carry a baseball bat but all I did was bruise my chins. I have seen people walking around carrying nine irons. I live in a rather safe area, but I don't like the thought of a vicious dog catching me unawares.
