Yes it was suppose to have ended. It sounds like it did not. I also understand that Obama has quietly dismantled some parts of the Clinton reforms.

The way it should work, If you are already on wellfare, and become pregnant, you loose all benefits. Because if you can afford to raise a family, then you shouldn’t be on wellfare! And “accidental” is not an excuse because we have known what causes pregnancy for decades now. (sarc).
