My town had a major improvement project that had been in the planning stage for many years. Two years ago it was "shovel-ready" but still seemed like a dream because there was a gap between the available funding and the expected cost. Now it has been completed, thanks to federal stimulus money.

So in at least one case, the funding of shovel-ready projects was not a sham. I doubt that I live in the only town in America that benefited in this way.
