Seek legal counsel.

I have a team of tax lawyers both here and in DC. That's the only reason I got a settlement in the first place.

I just can't see anything remotely legal in the kind of logical gymnastics the IRS is capable of and I'm wondering about if I should bring criminal charges and bring in that type of counsel

Probably you should forget it as they're a protected species (federal employees) but discuss with your counsel for peace of mind.

Well, if papers were signed, that in itself is breaking a contract I should think.

Absent details on the case, I can’t say what’s criminal or not. With the litigation pending, I know you can’t.

I am not a lawyer.
