Take a look at using Hesco barriers. Much bigger adn stronger than sandbags.

Size is the problem with Hesco barriers how would you lift on up for the second row? And setting on up and then handing up the sand/earth would be a lot of work. With the earth bag construction women or kids could fill the bags and men could carry and stack them.
