Its easy to talk a big game safely behind a keyboard about a hypothetical situation that is extremely unlikely to occur in real life. Besides, it is damned hard to shoot anything, let alone a dog-shooting cop, after being frisked, cuffed, and 'secured' in the back of a patrol car.
