I want to make a gift, no strings attached, of a handgun to a resident of Maryland.
What are the legal hurdles? Does anyone know? Does anyone know where I can find out?

First question to ask yourself: Am I a MD resident? If not, interstate transfer rules apply and it must go through an FFL in MD. That’s the federal rule. I suspect MD has other rules that apply for in-state transfers between residents. A MD FFL would be very knowledgable on this.

It would be good to locate a gun shop in that jurisdiction and give them a call. They’d probably be happy to answer those kinds of questions, and they’ll know all the local rules.

Well I personally would say a gift between friends is just that and screw the government. Of course that’s just me, some people like to go by the book. I haven’t gone through the “process” since the Brady bill went into effect, because I refuse to fill out a forms and get the governments “permission” to purchase a gun, I do all my purchases from individuals, cash only no questions asked.

I believe that just like CA, there is a list. Make sure the handgun is permitted in the state. The transfer should go through a MD FFL, who should fill in the fed and state forms. There is a waiting period, as well as a release of some medical records, and a one a month purchase restriction. The gun should come with a spent cartridge in a sealed bag and should have a lock at the moment of transfer. There are some restrictions also regarding where you can take the gun once the resident takes possession. These are from memory, better check with FFL.

Looking at the answers, I’d say your best gift to your friend would be to convince them to move to another state.
Boy MD does not believe in the 2nd Amendment, what part of shall not infringe is so hard to understand.

It’s a nice Beretta 92FS with maybe 200 rounds through it. She has a good aesthetic sense, and it’s a beautiful pistol, IMHO.
