Because the only type of terrorism that the FBI sees is DOMESTIC terrorism. That is, white, christian, Americans.

And, no, I don't think the Westboro 'Baptists' are Christian, this is all just kabuki theater. The Westboro crowd pretends it is Christian, while the FBI pretend that that is the only terrorist threat they need to worry about.
