Are you more knowledgeable than the average citizen? The average score for all 2,508 Americans taking the following test was 49%; college educators scored 55%. Can you do better?
Take the test. 33 questions. It's not easy. Be sure to check out the table at the end of the quiz that shows the incredible spread between the scores of citizens and politicians.

Not bad, but after they showed me which answers I flubbed, I learned quite a bit.That was the best part of the test for me. Not only learning which questions I missed, but why and what the correct answer was.

84.85% — 28/33. Not bad for a foreigner, I'd say.
Here's the note about one of the questions I got wrong:
Question: What part of the government has the power to declare war?
Your Answer: the president
Correct Answer: Congress
My question: has anyone told this to Obama?

Also 31/33. Interesting how the questions went from purely fact based to ones that were a little more, how shall I say it, “interpretive,” based on the Intercollegiate Studies Institute’s ideology.

32 out of 33 - and Im not convinced I really got the one wrong. Same here. Mine was the one on decreasing both taxes and government spending in order to stimulate economic activity. A Keynesian would say that increasing government spending would have a multiplier effect; however, it also increases public debt and withdraws that portion of money which would have a similar multiplier effect in private hands without increasing public debt. Harrumph.

33/33. There are potentially two questions that are a bit subjective. Even allowing for that by saying 93% is the best objective grade, if you can’t score 80% on that test you really need to read more — and spend more time on FR. It’s not very difficult.

My question: has anyone told this to Obama? Yes. He is not interested since he is not calling it a "war". It is a Kinetic Military Action (KMA) no, I am not kidding.
BTW the president can commit the troops for 60 days if he is convinced that it is necessary before going to Congress for a Declaration of War or, what seems to be the equivalent now days, Authorization of the Use of Force. This was meant for times of emergency such as the British or Canada invading while Congress was out of town.
It was not meant for how Obama is using it.

You were inattentive. The question was an historical one, not a theoretical one, to wit:
Which of the following fiscal policy combinations has the federal government most often followed to stimulate economic activity when the economy is in a severe recession?
The answer given, to decrease taxes and increase spending is the one typically pursued (incorrectly in one aspect, as you correctly -- but irrelevantly -- point out.)
