Not arbitrary at all. The RATs chose that date deliberately so that all laid-off federal workers will have worked ONE DAY in august (a Monday) and will have FULL HEALTH CARE COVERAGE.
No doubt there are other ‘bennies’ for having worked the first day of the month too.
