Apparently, the infamous Libyan leader's fondness for Rice was well-known -- according to the Washington Post, he told Al-Jazeera in 2007:

I hope you are joking. Some of the most brutal dictators in history had a “thing” for someone. Ever hear of Eva Braun? Did Hitler have normal human emotions, based on that? What about Goebbels? He was quite the family man, until he killed all his kids.
This will be overshadowed by what Cheney is going to say about her in his new book.

I remember from a documentary about Stalin, that he had a thing for pictures depicting children in happy scenes....he would cut the pictures out of magazines and collect them, and spend hours just looking at them.
