Is the problem the worker or the handouts?
That is the real problem, actually more of a cancer, that is destroying our world.
Bleeding heart liberals just can't do enough for someone that won't do anything for themselves. Europe is already in it's death throes and we are not far behind.
Helping people that are too old or infirm to provide for themselves is our duty. But providing for those that are able but unwilling to exert themselves is not. It is actually counterproductive to provide a better standard of living to freeloaders than what a low paid willing worker can provide for himself.
