Washington (CNN) - Senate Majority Leader Harry Reid will announce Monday that Democrats will seek a .5% (point five percent) surtax on annual incomes over $1 million to pay for the first individual component of President Obama's broader jobs package, which was rejected in the Senate last week, a Senate Democratic leadership aide told CNN.
That component of the larger jobs bill would provide $35 billion in aid to states to help preserve jobs for teachers and first responders, the White House and Senate Majority Leaders Harry Reid's office said.
The administration and congressional Democrats hope the slimmed-down bill – aimed at helping teachers and firefighters – will be difficult for Republicans to oppose, especially as the economy sputters and voters seek solutions from Washington.
However, a top Senate Republican leadership aide immediately indicated Republicans – and some Democrats – probably would not be willing to go along with a tax increase to pay for the measure. All Republicans and two Democrats voted against the larger package last week, which included larger tax hikes on millionaires.

Symbolism now more than ever.
States and localities should find ways to pay for their own teachers and firefighters. That’s not a federal task.
If a state wants to tax their own millionares to pay for teachers, they can.
I wish the house would start passing actual jobs bills, so we could point out that the democrats in the senate are the ones blocking real reform that will get government out of the way so business can create jobs.

Democrats cannot get state level support for the tax in most states, thence why sen. Reid is scared to let senators vulnerable in 2012 vote for it. It polls just barely positively on a national level, but it’s a thin sheet of ice. The GOP needs to push against Obama harder.

I guess they just can’t understand Obummers job bill all at once.
It’s ironic that the Civil Rights Act has to be revoted on every 25 years. We vote again in 2014, I believe. IIRC, the last time it came up for a vote, the Republicans wanted to make the Act permanent; the democrats voted against it. It’s amazing that the blacks can’t see who really has their backs.
I suspect the reason the Dems voted against it is that it gives them an “issue” they can use ever 25 years. I remember the meme (LIE) that “If this act isn’t renewed, then Black people won’t be able to vote!” I had to educate some of my fellow Black Americans that our right to vote is enshrined in the 13th Amendment, not the CRA. Even though I was young and somewhat liberal at the time, I had enough sense to look up the law on my own rather than just accept the lies on the grapevine.
“Smaller millionaire’s”? Just as Randy Newman says: “Short people ain’t got a reason to live!” Sumbuddy better call the ACLU!
He really must have a Messiah complex and actually believes that his millionaires’ tax is loaves and fishes.
If the Dems can just set a precedent, then they will be back for more money later. I think the original income tax in 1913 was “only” 1%.
There would be no need for higher taxes on the “rich” if the loopholes were closed that allowed tax evasion.
It’s the spending, stupid. We just need to keep saying that over and over until it starts to sink through their thick skulls.
