That is correct. The UCMJ was drafted and is maintained by Congress. Anyone who really wants to can mount a campaign to petition Congress to change that document as needed.
Also, anyone can do and say what they wish as long as they are willing to accept the consequences, be that a trip to Leavenworth or back to civilian life with a dishonerable discharge. If they choose to take the easy path, then they must suffer the easy way.
