The real amazing fact is that those "evil" Russians actually tolerate about 26,000 feral dogs roaming Moscow.

I'm not sure what you mean by "tolerate..." It certainly comes with a stiff price:

Over the last five years, Moscow has displayed a high rate of humans bitten by animals running a high potential risk of being rabies-infected. From year to year, indices of medical aid appealability in connection with bites of humans by animals are above the Russian average. In 2005, 29243 people applied to Moscow treatment-and-prophylactic facilities, which is 6.4% more compared with 2004.

Since 2001, there has been an adverse trend of the growing number of humans bitten by homeless animals from 44.8% in 2001 to 54.8% in 2005, which has been due to the poor performance of organizations designed to control the population of such animals. The number of severe injuries and mutilations resulting from the bites by animals increased from 3801 in 2001 to 6288 in 2005.

There is a corresponding rise of the number of Muslims in Moscow. I'm sure the dog hating Muslims provoke the vagrant dogs. The dogs get a bad rap. Just like Whitey is held up as the example of racism while the FBI compiles statistics that blacks commit the majority of crimes. I bet the Muslims contribute to most of the problems in Moscow and not the dogs.

According to the story the dog was in the yard. If the cyclist is in the street and the dog is in the yard, how is the dog drawing fire?

Actually, according to the story, the dog's owner acknowledged that he had the dog in his unfenced front yard without a leash. The story does not go into any detail as to whether or not the dog STAYED in the front yard or not. The story does not give any detail as to WHAT the dog did that "threatened" the cyclist. If the dog was still in the yard and the cyclist shot into the yard to shoot the dog, that would be an entirely different story than if the dog charged into the street after the cyclist. There is no detail in the story to indicate one way or the other. Why did you assume that the dog was in the yard when the cyclist shot it? As for your question about the cyclist, it is highly unlikely that someone with a concealed handgun license is either a gangbanger or a cop (gangbanger would not qualify and cop wouldn't need one).
