I would think a good option would be to end all programs 10 months from today for any welfare or aid programs related to new babies or additions to any programs involving children.
Only one way: abolish welfare. Abolish child support for illegitimate children. If she knew she would have to support the kids herself with no help, she would not have them.
Stopgap: once you are on welfare, your benefits do not go up. Ever. FOr any reason, no matter what.
In my case it's been $130K in the past 41 years- and my employer matched it. That's $260K paid in over 40 years .... and I'm stealing when I collect my benefit ???

The solution is not to put it on the taxpayers. Mom and the Dads should be the ones supporting the kids.
If its made clear up front that taxpayers won’t pay for them, maybe they will act more responsible.
Have a cut off point to the amount of money any one family can get. If they’ll only get money for 3 they won’t have 6.

That’s good for the future, but what about all the current situations?
That means for this welfare queen taking in probably well over $27,000 per year in ‘benefits’ there is $73,000 lost in the system, or the equivalent of a decent full-time salary.
That's right, about one full-time government employee for each family on welfare, and the govt worker gets 3 times as much money.
Why doesn't the government worker that we are paying $73,000 get sent to her house to hold her knees shut?
I argue she was a model case. The only thing which went wrong here is that section eight welfare housing which replaced public housing, has rules about how many people can live in one dwelling.
The beast they create every day crushed itself because it was fed too much.
Think of how many social workers, psychologists, guardian angel counselors, public utility support workers, prohbation officers, family counselors, etc... this woman keeps employed and paying union dues? She is their champion! She is their golden goose! Just a few too many eggs in one box. If she spaced her kids out a little better she'd be getting awards.
So how did that pepper spray feel?

That’d make a good plot for a comedy film. Guy has a bunch of kids at home, gets busted on purpose to go to jail for a while for peace and quiet.
